Assistant Operations Manager - OTO , Iraq

Responsibilities:
This is a Management position primarily based at one of PAE's satellite Other Task Order (OTO) locations in Iraq and will be associated with the Program Management Office (PMO). The Assistant Operations Manager supports the Operations Manager in all satellite OTO operational responsibilities to include directing the daily performance of the organization, planning, scheduling and training processes to meet the requirements of the contract. This position reports to the site OTO Operations Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

Environmental and Physiological Considerations:
Iraq is an austere work environment with extremes in temperature, air quality and physiologic demands (water, heat and sun exposure), as well as limited dietary options, stress, and disruptions to one’s body clock. Summer temperatures are in excess of 100 degrees Fahrenheit and exposure to diseases, such as malaria, can occur.
While additional and specific details will be presented as the recruiting process continues, here are some points to consider:
There is no physician on site. Medical situations and emergencies are addressed, but will usually require travel to another location that, depending upon severity of the condition, may be outside of Iraq
The Government of Iraq discourages the mailing of prescriptions into the country. A candidate should be prepared to bring a year's supply of prescription medications, or make arrangements to replenish such medication on rest and relaxation (R&R) breaks
In this environment, some prescription medications (e.g. blood thinners) and medical procedures (e.g. stents) present danger to an individual
While the situation in Iraq has been downgraded from a "War Zone", there is still the probability of IDF (Indirect Fire) and the necessity to don PPE (Personal Protective Equipment), consisting of an armored vest and a Kevlar helmet. The PPE weighs approximately 30 pounds and the candidate must be able to fit into available sizes
Candidates must also be able to wear a vehicle seat belt and shoulder harness

Duties:
The Assistant Operations Manager acts as the Operations Manager’s principle operations representative. The Assistant Operations Manager assumes full duties as the Operations Manager in his absence
Responsible for the management of all O&M functions, including ensuring there are qualified personnel to meet staffing requirements, and the central planning, coordination, control, and actual performance of these functions
Manages the O&M functions and other assigned functions on the OTO site to ensure overall contract performance, which requires getting information to and from critical operating/supporting elements and directing/ coordinating actions to ensure resources are fully utilized to properly perform the mission
Monitors system readiness, identifies problem areas, and responds to mission requirements to perform contract requirements
Directs and monitors the preventive maintenance program; accepts, processes, coordinates, and assigns work orders, projects and large task assignments;
Controls resources; monitors staff proficiency and qualifications; monitors staff endurance; monitors the locations and activities of assets; and coordinates the flow of information to and from O&M staff
Other duties and special projects as assigned

Qualifications:
Experience:
Must have a demonstrated working knowledge of Operations and Maintenance activities for a small plant, overseas or military facility
Possess a minimum of seven years O&M experience compatible with program requirements
Demonstrated ability to manage required staff

Required
Education: A high school diploma or GED is required. Candidate should have a trade certification (HVAC, Plumbing, Electrical, Construction, etc.) with experience at a Journeyman level, as well as a two-year degree. Must have a demonstrated working knowledge of Operations and Maintenance activities in at least trade skill area
Security Vetting: This position requires a Secret clearance. Candidate must maintain eligibility at the required security level for the duration of the contract
Language Skills: Strong professional English communication skills, both oral and written
Citizenship: US Citizenship is required for this position
Medical: Favorable passage of a drug screen and physical examination

Desired:
Relevant overseas operations management experience
Experience working with PAE
Project Management Professional (PMP) or similar credential

Other Knowledge,Skills and Disabilites

Knowledge of principles and processes for providing excellent customer services
