Job Summary
Provide OCONUS construction management from prequalification of potential bidders through tendering, award, administration, changes, claims, and close-out. Ensure the progress of each Subcontract and serve as POC regarding any technical issues. Provide oversight of Subcontract deliverables status and assist Subcontracts Manager in the management of Design-Build Agreement.
Principal Accountabilities
Job duties & responsibilities 1. Serve as main OCONUS point of contact (POC) for DynCorp Subcontracts group. Travel to international locations as needed to manage and administer Subcontract Management directives from contract requirements.
2. Serve as main OCONUS POC for all Non-Contractual data between OCONUS and CONUS Subcontracts Operations. Ensure that OCONUS supplier performance complies with all Subcontract requirements and Terms & Conditions.
3. Manage OCONUS Risk Management oversight, to include identification, quantification, analysis, and mitigation with subcontractor performance.
4. Oversee and ensure that OCONUS procedural distribution and processing of all subcontract and prime contract correspondence and document flow as necessary.
5. Ensure OCONUS & CONUS compliance with requirements of Prime Contract.
6. Ensure the compliance with requirements of Subcontract, including detailed tracking of deliverables.
7. Ensure that OCONUS subcontract and prime contract documents and records conform to standard operating procedures.
8. Coordinate with design engineers to ensure that construction drawings meet customer requirements.
9. Provide on-going oversight of subcontract progress and payment processes as necessary.
PRE-AWARD OCONUS/CONUS Subcontracts Responsibilities:
1. Represent DI�s Subcontract strategy from the In-Country OCONUS management perspectives.
2. Provide input to the CONUS Subcontract Team in development and assembly of all necessary Request for Proposal (RFP) Documentation.
3. Provide -recommendations for make/buy review and assist with drafts subcontract Statements Of Work and specifications from OCONUS location as required.
4. Provide project management input to the Subcontract CONUS RFP process throughout the Requests for Proposal (RFPs) phase.
5. Lead OCONUS Bidders' conferences and management of the technical proposal evaluation process sheets and send documentation to CONUS subcontract team.
6. Provide input to the CONUS Subcontracts Administrator in identifying OCONUS cost drivers and design-to-cost goals.
7. Identify risks and develops OCONUS mitigation plans based on CONUS Program Office inputs & evaluations of proposals.
8. Advise Subcontract Administration Functions as necessary.
9. Provide pragmatic inputs to the CONUS team in developing a narrative and time-phased OCONUS Subcontract Plan that will ensure all required activities and major milestones are properly planned and coordinated during the subcontract cycle.
PRE-AWARD OCONUS/CONUS Subcontracts Responsibilities (cont.):
1. Recommend and identify new prospective suppliers that may be added to prospective Bidders List.
2. Lead prospective OCONUS Supplier Bidder Conferences and or Pre-Construction Meetings and serve as the key representative for the CONUS Subcontract management team, as needed.
3. Establish basic guidelines regarding dual or second OCONUS source development, as needed
AWARD OCONUS/CONUS Subcontracts Responsibilities:
Note: The Award Phase will be completely controlled by the CONUS Sourcing Team.
POST-AWARD OCONUS/CONUS Subcontract Responsibilities:
1. Perform as main POC for all OCONUS subcontractors on contract with INL/A.
2. Verify that supplier performance requirements are met at OCONUS locations.
3. Measure effectiveness and validate subcontractor performance at OCONUS locations, as necessary.
4. Report OCONUS subcontractor performance to CONUS SCA and assist with mitigations.
5. Attend OCONUS Technical Interchange Meetings and Program Reviews on behalf of CONUS Subcontracts organization when necessary.
6. Oversee OCONUS subcontractor deliveries and completion of services in accordance with CONUS subcontract requirements.
7. Participate in On-site base meetings with Executive Officers and represents CONUS subcontracts management as required.
8. Serve on the Program In-Country staff and functions as the principal point of contact for technical subcontract matters with the respective subcontractors identified with INL/A if appropriate.
9. Serve as the prime POC for administrating and monitoring lines of communications with subcontractors on a periodic basis to monitor their performance in meeting the goals of the contract and in managing potential changes to the Subcontract.
10. Evaluate the subcontractor�s overall performance upon completion and close-out of the subcontract requirements and provide them to the proper parties, as needed.

Reports to and receives direction from the CONUS Subcontracts Manager.
Internal/External Contacts
Maintain internal contacts and cooperates with OCONUS In-Country Managers and CONUS Project Managers and Functional Area Department Managers. Maintain direct contact with CONUS Subcontractor Manager and/or Principal Subcontracts Administrator.
Knowledge & Skills
1. Knowledge of cost controls, contractual and project management of international construction projects.
2. Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations.
3. Knowledge of Truth in Negotiations Act.
4. Knowledge of international business management and International Traffic in Arms Regulations (ITAR) if required for contract.
5. Knowledge and understanding of the Foreign Corrupt Practices Act (FCPA).
6. Knowledge of accounting practices including DynCorp�s disclosed accounting practices.
7. Excellent oral and written communications.
8. Effective leadership and interpersonal skills.
9. Able to travel internationally on short notice to a hazardous environment.
10. Must possess a current or have the ability to obtain a U.S. Passport before assignment.
11. Possess, or have the ability to obtain a DoD Secret Clearance background investigations is a condition of employment. A current Secretis preferred.
Experience & Education
Requires Five (5) to ten (10) years managing and administering commercial service, government, and/or construction contracts. Two (2) to five (5) years experience in international contract administration or Quantity Surveying. One (1) to two (2) years negotiating major international contracts, change orders and claims.
Bachelor�s Degree is required, preferably in Engineering, Construction Management, Business Management or related field.
Physical Requirements/Working Environment
1. Must be able to walk or stand on level and/or inclined surfaces up to three (3) hours per day and sit for up to five (5) hours per day.
2. Must be able to routinely climb / descend stairs.
3. On occasion must be able to lift 30 pounds.
4. Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
5. Must be able to read and interpret newspaper and typewritten print.
6. Must be able to communicate by voice and detect sound by ear.
7. Must be able to distinguish color and judge three-dimensional depths.
Works in a normal office environment with controlled temperature and lighting conditions. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
Travel
May be required to travel to and between remote location(s) in austere environments.
